Travel should be crunchy enough so people can make intelligent decisions.
Hexes have bodies and borders. These can, but don't have to be, distinct.
The body tells you what’s in the hex
The border tells you about the connections between them.
Rivers run along hex edges.
Mountains are impassable except through passes or with special circumstances

Grassland - 2
Desert - 1

Road - +2
Paved Road - +3
